Prime Minister Modi has stressed the importance of conserving water. He has put ownership on the people. However the problem of water is mainly that engineers like big structures instead of taking ground water recharge by making recharge wells. The engineers of the government are hell bend upon making large dams and wasting more water through evaporation and canal transportation. Therefore it is first important to rectify the government policy before seeking people’s participation. If the government policies are wrong no amount of people’s participation can solve the problem.
